The DepEd Regional Office X personnel in action during the Second ISO Surveillance via Google Meet on November 18, 2020.

 

CAGAYAN DE ORO CITY, November 18, 2020 – DepEd Regional Office X underwent and passed the Second ISO Surveillance, which was conducted on November 18, 2020 via Google Meet.

The announcement was made by Lead Auditor Kevin Castillon during the closing meeting at around 7:00 p.m., which was attended by all the personnel of the Regional Office (RO).

Based on the Audit Criteria such as the certification standard(s) and other normative references embodied in ISO9001:2015 and the organization’s management system processes and documentation, the surveillance audit was aimed at maintaining confidence that the certified management system continues to fulfil requirements between recertification audits.

Covered in this second part of the surveillance were the Top Management, Curriculum and Learning Management Division (CLMD), Education Support Services Division (ESSD), General Services Section of the Administrative Division (AD), Information Communications Technology Unit (ICT) of the Office of the Regional Director (ORD, Internal Audit Team, Office of the Document Controller, and the Policy, Planning, and Research Division (PPRD).

Spearheaded by Mr. Kevin Castillon as lead auditor, with Ms. Merian Javier and Ms. Maria Jona Anorico as support auditors/technical experts from the SOCOTEC Certification International, the surveillance commenced with the preliminaries that included the national anthem, invocation, director’s message, office tour, and audio-video presentation of the Department’s ISO journey.

In his message, Regional Director Arturo B. Bayocot, CESO III, said that the organization strives to deliver its mandates effectively and efficiently for productivity, that is, at all costs and at all times.

“Certainly, the COVID-19 pandemic cannot stop us from serving our clients with a heart,” he added.

The program proceeded with the opening meeting and the first part of the audit of the Top Management for the context of the organization, followed by the audit of the different functional divisions/units/sections.

Toward the end of the surveillance, the auditors conducted the second part of the audit of the Top Management for management review, the auditors’ meeting/report summary, and the closing meeting.

It can be recalled that the Regional Office (RO) started its application for ISO 9001: 2015 certification on May 9, 2017 through the leadership of then Officer in Charge, Office of the Assistant Regional Director, Atty. Shirley O. Chatto.

The initiative was part of the Office’s compliance with Administrative Order No. 161, s. 2016 on institutionalizing quality management in government and Executive Order No. 605, s. 2017 on institutionalizing the structure, mechanisms, and standards to implement the government quality management program.

The Office’s efforts toward ISO certification, especially during the initial stages, were likewise in response to the challenge of the Honorable DepEd Secretary Leonor Magtolis Briones who stressed commitment to the standards of quality management in providing quality and efficient service to stakeholders.

The Office, under the leadership of its current Regional Director Dr. Arturo B. Bayocot, CESO III, and Assistant Regional Director Victor G. De Gracia Jr., CESO V, through the efforts of the different functional divisions and offices, pursued its ISO application by conducting a series of training, consultations, and meetings for the preparation of all the pertinent documents and evidences required for ISO certification.

Monitoring and evaluation of the different programs and projects were likewise conducted through the Office’s internal and external feedback mechanism, performance reviews, and the regular management and program committee meetings, among others.

Hence, the Office, specifically the Supply Section of the Administrative Division (AD), Field Technical Assistance Division, Human Resource Development Division (HRDD), Quality Assurance Division (QAD), the Legal Unit and Public Affairs Unit of the Office of the Regional Director (ORD), underwent and passed the First ISO Surveillance on October 18, 2019 by the SOCOTEC Certification International.

Since its certification as a full-fledged ISO organization in December 2018 and learning from the First ISO Surveillance 2019, the Office has continued to improve its processes and services to be a better learning organization.

Guided by the ISO standards and responding to the challenges of the times, DepEd Region X will continue to effectively deliver its mandates by increasing its efficiency, equity, and sustainability in the delivery of quality, accessible, relevant, and liberating education for every Filipino learner. │ Ramon G.
